Presentation Topic: “The interaction between the SHC (Streets and Highways Code) and SMA (California‘s Subdivision Map Act)”
Thomas Oatman, B.S., P.L.S., is a Senior Transportation Surveyor with the State of California Department of Transportation for post-project conveyances, legal support, and special projects. Thomas has been a member of the Brightline West High-Speed Rail team since the project’s inception, contributing RWE expertise to this significant transportation infrastructure project. Additional project experience includes RWE and Field Surveys for the SR-210 Freeway, 60/91/215 Interchange, and SR-74 Ultimate Widening projects. Previously, Thomas served as the Project Surveyor for the San Bernardino Intake and Tunnel Project at Lake Silverwood with the State of California Department of Water Resources. He also worked for the Orange County Surveyor to 1995 and with Williamson and Schmid to1991. Thomas has been a Professional Licensed Surveyor since 1992 and earned a degree in Geological Sciences from California State University, Fullerton, in 1994.
Join us as Tom will be sharing the critical intersection where property development law meets public infrastructure regulations, focusing on the legal and technical interaction between California’s Subdivision Map Act (SMA) and the Streets and Highways Code (SHC). Designed for land surveyors, civil engineers, and public works professionals, this session untangles the complex overlaps that occur during right-of-way dedications, easement vacations, and the creation of remnant parcels through eminent domain. Attendees will gain a practical framework for harmonizing local map approvals with state highway statutes, ensuring project compliance, protecting property rights, and streamlining the agency review process.
Please come out, enjoy a good meal, connect with fellow professionals, and hear firsthand about this remarkable recovery effort. All are welcome!
